Council adopts ordinance to lift Elm Street weight limits, approves Hickory Street Bridge detour and extra inspection costs

The Three Oaks Village Council voted March 12 to adopt Ordinance #246, removing weight restrictions on Elm Street to allow larger commercial trucks and to preserve state street-funding eligibility.
Council member Jones moved to adopt the ordinance; Hinman supported the motion and the ordinance passed unanimously. Council members said lifting the restriction will ensure the village remains eligible for state street funds while accommodating heavier vehicles.
The council also accepted a detour plan for the upcoming Hickory Street Bridge rehabilitation that routes traffic via US 12, Elm Street and Sycamore Street. Council accepted the detour (motion by Thomas, supported by Jones) and was told by manager’s staff that bridge rehabilitation work is scheduled to begin after July 4, 2025.
Separately, the council approved payment of $48,482 to SME for factory inspection of steel beams for the bridge project (motion by Jones, supported by Springer). Andrew from Wightman told the council the contract had budgeted $45,000 for the inspection and that this action adds $3,482 to the project cost, raising the bridge contract from $182,800 to $186,282.
Council members emphasized coordinating detour signage and public notices so residents and visitors can plan around the work. The manager’s report said staff will present additional project details and timing to the council in April.
The actions permit the project to proceed to fabrication and site work once contractor scheduling and logistics are finalized.
