Lagoon discharge on track, but additional change order estimated for soil replacement, committee hears

At its March 7 meeting the Three Oaks Public Service Committee was updated on progress at the sanitary‑sewer lagoon project and told discharge remains on track pending final sampling.
Matt Lindsey reported that pumps have been delivered and that dissolved oxygen levels in both ponds are up. He said pre‑discharge samples were re‑taken after the first batch was compromised by ice buildup.
Andrew Rudd reported that Change Order One for sub‑grade undercutting on the access road is complete and about $4,000 under budget. Rudd recommended a second change order to perform similar undercutting and replacement around cell 2 and part of pond 3. "We think about 480 cubic yards needs to be replaced with good soil, coming in at a little under $25,000," Rudd said.
Committee discussion also noted a separate item to upgrade power at the lagoons to 3‑phase service to support operations. No vote was taken on the recommended second change order during the committee meeting; the matter will proceed through standard change‑order and contracting channels as required.
The committee also reviewed routine wastewater operational steps and timeline items tied to discharge approvals and continuing monitoring.
