Three Oaks committee hears progress on lagoon project; two funding draws headed to council

Matt Lindsey told the Public Service Committee that work on the lagoon project has moved to bank reconstruction on Pond #3, with isolated discharge operations and a schedule that will proceed to Ponds #2 and #1 as conditions allow. "They have started tearing up and rebuilding the banks on Pond #3," Lindsey said, noting low water in April helped enable the bank work.
Faulkner said two payment draws will be submitted to the full Council for approval next week: Draw #2 for $397,108.17 and Draw #3 for $116,723.05. Faulkner also reported that a riprap-related change order adjusted the contractor’s approach to install riprap lower on the slope and that the change order did not alter contract cost. Faulkner added that project-to-date includes about $37,000 outside the original scope for a drive/road.
Andrew Rudd explained the riprap modification was driven by unexpected eroded sand and clay at the toe of the slope and detailed how the contractor pushed eroded material out of the way to install riprap and then smoothed the affected area. No committee vote was required on the draws at this meeting; staff will present the draws to Council for formal approval.
