Committee approves tree purchase, orders sculpture-placement review and notes utility and housing updates near Watkins Park

The Village of Three Oaks Parks and Recreation Committee approved several park-related actions and discussed utilities and nearby housing developments during its March 3 meeting.
Dillard Park tree replacement: Committee member Brian Overley asked the board to revisit planting a replacement for a removed Catalpa tree. Joan Brown moved and Larry Shawver supported a motion authorizing Overley to coordinate with the Village Manager to purchase and install a replacement from Sawyer Gardens for up to $800, with priority given to a Catalpa if available. The motion passed.
Carver Park sculpture placement: Overley raised the placement of the newly donated Mustang Sculpture and noted the village already uses several lighted sculptures that are moved seasonally. Overley moved and Shawver supported a motion to review sculpture placement plans and schedules with Village Manager Dan Falkner; the committee approved the review.
Community garden and utilities: Overley informed the board that American Electric Power (AEP) has developed plans for a temporary placement of power lines through the community garden area; the minutes record that the placement would remain until 2028.
Watkins Park repairs and nearby housing: Resident Miria Rowles asked the board to address needed repairs to the Timber Town structure in Watkins Park; the committee noted the item for its spring parks walkthrough. In the Village Manager report, Falkner said the county is actively considering a bid to purchase a foreclosed property between the trailer court and Watkins Park and is discussing the site with a developer about potential workforce housing. The minutes do not specify whether any proposed housing would be income-restricted or marketed as affordable.
Village Manager updates: Falkner also reported that the Downtown Development Authority (DDA) plans to select and remove five streetscape trees currently under discussion.
