River Ridge board reviews NPDES update, approves drainage easement and discusses storm-surge resilience

Johnson Engineering will submit the Lee County NPDES annual report to FDEP by Nov. 1; the board approved a template grant of drainage easement from PSGRC to the district and discussed a multi-year storm-surge resilience plan after consultant analysis showing a 10–12-foot surge could flood nearly half the community.
Johnson Engineering informed the River Ridge board that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 annual report was reviewed and approved by Lee County and will be submitted to the Florida Department of Environmental Protection before the Nov. 1 deadline. Staff noted that sampling requirements could change in subsequent permit cycles and that the district will continue into Year 8 as instructed.
The board also approved a proposed grant of drainage easement from PSGRC to the district using a template form so that future easements can be added to agendas with a specific sketch and legal description as needed. District counsel said the template can be reused and engineers will forward sketches and legal descriptions when required for specific grants.
Separately, Eric Long described a multi-year action plan to build community resilience against storm surge and requested board and staff representation for coordination. He presented a hypothetical topographic scenario based on a Hurricane Milton model in which a 10- to 12-foot storm surge could inundate an estimated 45% to 55% of the community. Mr. Long asked the CDD to designate liaisons; the board tasked Mr. Long and newly appointed Mr. Merrill to assist and authorized district engineer Charlie Krebs to help as necessary.
The board also discussed lake equipment relocation and repair needs with Premier Lakes; one nano-bubbler requires repair and relocation options are being reviewed with electrical contractors.
On a related operational matter, the board approved a one-time Precision Cleaning, Inc. street-sweeping payment of $1,475 for storm cleanup and authorized additional week-to-week cleanings for the next month if needed.
