River Ridge CDD appoints Keith Merrill to vacant seat, elects officers in Resolution 2025-01
Summary
The board unanimously appointed resident Keith Merrill to fill the vacant Seat 1 (term through Nov. 2026) and adopted Resolution 2025-01 to elect officers, naming Bob Schultz chair and Terry Mountford vice chair; prior appointments (including Chuck Adams as secretary) remain in place.
On Oct. 22 the River Ridge Community Development District board unanimously appointed longtime Pelican Sound resident Keith Merrill to fill the vacant Seat 1 (term expires Nov. 2026). Chair Bob Schultz nominated Merrill; the motion was seconded by Robert Twombly and approved "with all in favor." Mrs. Cleo Adams administered the Oath of Office.
At the same meeting the board adopted Resolution 2025-01 to elect and remove district officers. Mr. Kurt Blumenthal nominated Bob Schultz as chair and Terry Mountford as vice chair and proposed assistant secretary appointments for Blumenthal, Robert Twombly and Keith Merrill. The resolution also removed James Gilman as an assistant secretary and left prior appointments unchanged, including Chesley "Chuck" Adams as district secretary and Craig Wrathell as assistant secretary and treasurer.
District counsel and staff briefed the newly sworn member on ethics training, Form 1 and Form 8B disclosure requirements, the Sunshine Law and public-records obligations. The Board made these governance changes by unanimous motion.
