The Columbia County Planning Commission on May 21 recommended approval of a conditional use permit to allow therapeutic massage at 120 North Bel Air Road.
Planning staff (Danielle) told commissioners the property is zoned C2 (general commercial) and is appropriate for the proposed use; staff noted the site previously housed a massage therapist but had lost its nonconforming status after more than 12 months without the use. Billy Jackson, representing Jackson Senior Junior LLC and the business Hair Concepts, told the commission that the salon had employed massage therapists prior to the COVID-19 pandemic, that the practice lapsed during staffing changes, and that the applicant wants authorization so a therapist can return and obtain licensure.
A commissioner moved and seconded to recommend approval of file RZ26-05-06 (conditional use for therapeutic massage). The motion carried; the recommendation will be forwarded to the Columbia County Board of Commissioners for final action on June 2, 2026.
