Heard County commissioners confirm officers, adopt ADA transition plan and approve short-term work program and LOST distribution

At its Jan. 24 organizational meeting the Heard County Board of Commissioners appointed the county clerk and county auditor, named an ADA coordinator and adopted an ADA transition plan, approved a short-term work program required to retain qualified local government status, and approved the L.O.S.T. distribution schedule.
At the Jan. 24 Heard County organizational meeting, Chairman Lee Boone recommended a slate of administrative appointments and plans the board approved to start the year.
On motion by Commissioner Frank Crook and second by Commissioner Jacob Cammon, the board unanimously appointed Patty Jiles as county clerk for 2013. On motion by Commissioner Sandi Allen and second by Commissioner Larry Hooks, the board unanimously approved Kim Kimmel to continue as county auditor at the prior year’s rate, with Finance Director Felicia Adams confirming Kimmel agreed to continue his service.
Chairman Boone introduced the Americans with Disabilities Act (ADA) Transition Plan required by the Georgia Department of Transportation and recommended Floyd Toney as the ADA coordinator; the board unanimously approved the plan and the coordinator appointment.
Commissioner Larry Hooks recommended Heard County resident Keith Brown for appointment to the Georgia Department of Behavioral Health & Developmental Disabilities board; the board unanimously approved the recommendation. Chairman Boone also presented the reappointment of Agnes Jackson to the Heard County Board of Tax Assessors; the board unanimously approved her reappointment.
On Old Business the board approved the L.O.S.T. distribution schedule (Centralhatchee 4.5%, Ephesus 4.5%, Franklin 12%, Heard County 79%) and unanimously adopted a short-term work program that Paul Jarrell of Three Rivers Regional Commission said is updated every five years and required for grant eligibility by the Georgia Department of Community Affairs.
Chairman Boone presented a service award to Jane Olinger for 20 years of service; the board publicly thanked her. The meeting then entered an executive session to discuss personnel and returned to open session with no decisions recorded. The board adjourned with the county clerk filing the affidavit for minutes on Feb. 28, 2013.
