Ethridge told the Board he is swapping property with Cindy Richardson and will deed Richardson one acre of his Towncreek Road parcel. He said he will underpin the mobile home with block, add new porches and an additional room, and install a new septic tank with field lines before it is occupied.
Adjacent property owner Sammy Noles told the Board he did not approve of the mobile home being moved close to his property and said it would not enhance his property value. Commissioner Gwen Caldwell acknowledged Noles’s concern but said the relocation would help Richardson financially. County Attorney Jerry Ann Conner advised the Board that an independent inspection is not required to move the unit under current county practice.
After discussion, Commissioner Gwen Caldwell moved to approve the non‑conforming use request; Commissioner Jacob Cammon seconded and the Board voted unanimously to approve the relocation. No conditions or additional permitting requirements were recorded in the minutes.
The relocation as described includes a deed of one acre to Richardson, block underpinning of the unit, addition of porches and a room, and installation of a new septic system. The Board did not record any timeline for the move in the minutes.
