The Columbia County Board of Commissioners on June 2 approved two land-use items: a rezoning request to allow commercial development including a bank with a drive-thru, and a conditional-use authorization for therapeutic massage at an existing salon.
For the rezoning, the board approved changing two parcels from P1 to CC to permit a bank and drive-thru subject to the conditions enumerated in the May 21 planning commission report. Staff noted only a non-binding concept was in the packet and the developer must submit a concept plan and all materials through staff for formal review to meet town-center overlay standards.
Separately, the board granted a conditional-use request to allow massage therapy at a salon on tax map 073C parcel 053. Staff explained the salon previously offered massage but paused services during COVID; because the business remained inactive for more than a year and local code changed, the new massage service must conform to current code via conditional use. The motions to approve both items were seconded and carried.
Board members emphasized that plans are subject to staff and planning commission review before construction or operation can proceed.
Both items were approved at the meeting and will return to staff-driven permitting and plan-review processes.
