Committee moves to award disaster debris and public-assistance consulting contracts

Mr. Granado briefed the committee, saying seven firms submitted proposals for the five-year disaster debris management contract and that staff’s combined technical and cost scoring ranked a firm transcribed as "Seriesir Environmental" first, leading staff to recommend awarding the disaster debris management services contract to that firm. He also reported staff’s recommendation to award disaster debris monitoring services to the vendor listed in the procurement record (transcribed in the meeting as "debris").
Separately, staff recommended creating a distinct public-assistance consulting contract this procurement cycle and awarding that contract to Synergy Public Assistance Consulting, which scored highest on the submitted proposals. Granado said Synergy had previously supported disaster response work and would be available to consult even for events that do not trigger a formal disaster declaration.
Committee members moved each item to the consent agenda; each motion was seconded and the chair confirmed the items were "so moved." The transcript does not record a roll-call vote or individual aye/nay tallies in the meeting record.
Why it matters: awarding dedicated contracts for debris management, debris monitoring and public-assistance consulting establishes prequalified vendors the county can call on after severe-weather events or for high-volume response work, which officials said is intended to speed response and clarify billing and oversight.
