Broken Bow council adopts no-parking ordinance, authorizes $2.295 million in refunding bonds and approves related bond calls

At its Jan. 28 meeting the City of Broken Bow council adopted Ordinance No. 1238 (three no-parking stalls, conditioned on a Certificate of Occupancy), and approved Ordinances No. 1239 and 1240 authorizing general-obligation refunding bonds of up to $415,000 and $1,880,000 respectively; the council also approved three related bond-call resolutions. Votes were unanimous among members present.
The City of Broken Bow council met Jan. 28 and approved a set of ordinances and resolutions affecting parking and municipal debt.
Mayor Rod Sonnichsen called the meeting to order at 6:00 p.m. Councilmembers Jacob Holcomb, David Schmidt and Larry Miller were present; Chris Myers was absent. The council approved the consent agenda, including bills totaling $61,224.88.
The council opened a public hearing at 6:20 p.m. on Ordinance No. 1238, which would designate three "No Parking" stalls on the south side of South F Street (the first three stalls east of South 8th Avenue). Property owner Bill Butler proposed that a Certificate of Occupancy be obtained before the restriction took effect. After discussion the council adopted Ordinance No. 1238 with the condition that a Certificate of Occupancy be obtained prior to the ordinance taking effect. The ordinance was read by title and passed on final reading. Roll-call votes for final passage recorded Councilmembers Miller, Holcomb and Schmidt as voting aye; there were no votes against.
The council also approved two resolutions calling prior bond issues: Resolution 2021-1 (call for Various Purpose Bonds, Series 2010) and Resolution 2021-2 (call for Various Purpose Bonds, Series 2012). Both resolutions passed unanimously among members present.
At about 6:37 p.m. the council heard a presentation from Brad Slaughter, senior vice president with Piper Sandler & Co., at a public hearing on Ordinance No. 1239, which authorizes the issuance of general-obligation various-purpose refunding bonds in a principal amount not to exceed $415,000. The council voted to suspend the statutory rule requiring three readings and then adopted Ordinance No. 1239 by roll-call (Miller, Holcomb and Schmidt voting aye).
Shortly afterward the council opened and closed a public hearing on Ordinance No. 1240, authorizing general-obligation refunding bonds in a principal amount not to exceed $1,880,000. Piper Sandler & Co. again briefed the council. The council suspended the three-reading rule for immediate consideration and adopted Ordinance No. 1240 by roll-call vote (Miller, Holcomb and Schmidt voting aye).
The meeting record indicates each ordinance and the two bond-call resolutions were adopted by a unanimous vote of the members present. The council adjourned at 6:42 p.m.
