Yamhill County adopts 2026–27 budget; approves fees, waste rate increases, leases and intergovernmental contracts

Yamhill County’s Board of Commissioners unanimously adopted the amended 2026–27 county budget on June 11 after a short public hearing that produced no testimony.
County Administrator Ken Huffer proposed a technical amendment reducing the Discretionary fund’s reserve by $107,816 to increase expenditures for YCOM dispatch services; Huffer said the YCOM annual user dues increased to $107,816. Commissioner Mary Starrett moved approval of the amended budget and it passed unanimously.
On the consent and nonconsent agendas the Board approved a series of routine but consequential items:
- Approval of Formal Session minutes from May 28, 2026 (B.O. 26‑153). - Appointment of Aaron Schoof to the Yamhill County Ambulance Service Area Committee and removal of Amy Hanifan effective May 22, 2026 (B.O. 26‑154). - Authorization for the Public Works Fleet Department to surplus vehicles under county code YCC 2.60 (B.O. 26‑155). - Authorization for Yamhill County Health and Human Services to submit an application to the Oregon Department of Human Services Ticket‑To‑Work program (B.O. 26‑156). - Approval of HHS Behavioral Health, Public Health Clinic and Environmental Health fee schedules for 2026–27 effective July 1, 2026 (B.O. 26‑157). - Acceptance of a Verizon Wireless offer to upgrade county cell phones with a one‑time credit (B.O. 26‑158). - Approval of a 2.67% CPI increase recommended for Waste Management hauling rates, effective July 1, 2026 (B.O. 26‑159). - Approval of an 8.1% rate increase for Waste Management Transfer Station fees and updated fluorescent tube disposal fees of $3.50 (under 4 feet) and $5.00 (over 4 feet), effective July 1, 2026 (B.O. 26‑160). - Authorization to lease two motor graders under the Sourcewell contract at $75,147.28 per year for four years (B.O. 26‑161); Public Works staff noted that warranty coverage on leased equipment could reduce maintenance costs compared with current owned equipment. - Authorization to apply for an Oregon Department of Transportation Safe Route to School Grant for South College Street improvements (B.O. 26‑162); City of Newberg agreed to assume maintenance if the road is brought up to city standards and George Fox interns provided 30% design plans. - Approval of a police services agreement between the Yamhill County Sheriff’s Office and the City of Dayton for $219,129.31 for the 2026–27 fiscal year (B.O. 26‑163). - Authorization to sell an unused Conex box to a named buyer and exempt the sale from certain YCC 2.60.03(a)-(d) requirements (B.O. 26‑164).
