Yamhill County commissioners approve transit pact, school mental-health funds, lease change and interim counsel

In a unanimous set of votes on June 4, the Board approved an intergovernmental transit agreement with the Confederated Tribes of Grand Ronde, added $45,535.17 for Lutheran Community Services school-based mental-health services, modified a county lease, and appointed interim County Counsel.
The Yamhill County Board of Commissioners voted unanimously on June 4 to approve a package of administrative actions spanning transit service, behavioral-health funding, county facilities and legal staffing.
The board approved B.O. 26-149, an intergovernmental agreement between Yamhill County Transit and the Confederated Tribes of Grand Ronde for fixed-route service effective upon full execution through June 30, 2030 (Oracle #TR25014IA). Commissioner David “Bubba” King moved approval; the motion passed with Commissioners Kit Johnston, Mary Starrett and King voting aye.
The Board also approved B.O. 26-150, Amendment #9 to the Provider Services Agreement between Yamhill County Health and Human Services and Yamhill Community Care Organization, adding $45,535.17 in funding for Lutheran Community Services to provide school-based mental-health outpatient services effective July 1, 2026 through December 31, 2026 (Oracle #HHS24023GS). Commissioner Mary Starrett noted the county will serve as a pass-through for those funds.
In facilities business, the Board approved B.O. 26-151, a modification to a lease with JJSS Property LLC (terminating Board Order 22-383). County Administrator Ken Huffer said the modification reflects decreased occupancy because several departments are relocating to the Government Services Building.
Finally, the Board approved B.O. 26-152 to appoint interim County Counsel as required under ORS 203.145; Ken Huffer explained the formal action was required to hire interim counsel, Jodi Gollehon.
