Yamhill County approves 3% CPI increase for Recology; plans new recycling center at McMinnville transfer station

The Yamhill County Board of Commissioners on May 28 approved a 3% customer price-index (CPI) rate increase for Recology Western Oregon, effective July 1, 2026, citing higher fuel and labor costs and operational changes at regional landfills.
Dan Blue of the Solid Waste Department presented a slideshow outlining factors that led to the recommendation, including rising fuel expenses, an increased labor contract and changes at Coffin Butte Landfill. Blue said the county plans to open a recycling center at the McMinnville transfer station to accept hard-to-recycle materials. He also told the board that customer phone-hold times have improved to under one minute.
Chris Gary added that the closure of the Riverbend Landfill increased needs for equipment and space, reinforcing the case for the rate adjustment.
Commissioner Kit Johnston moved approval of B.O. 26-145, and the motion passed with Commissioners Johnston, Starrett and King voting aye.
The increase is intended to help the county and its contractor cover rising costs and to support planned investments, such as the McMinnville recycling center. No public comments were recorded on the item at the meeting.
The board approved the rate change during routine business; Recology Western Oregon will implement the new prices beginning July 1, 2026.
