Yamhill County commissioners approve routine contracts, grants and resolutions in unanimous votes

The Yamhill County Board of Commissioners met May 28, 2026, and approved a group of consent and non-consent items ranging from minutes and vehicle-surplus authority to agreements for behavioral-health services and a small library grant.

The board voted unanimously (Commissioners Kit Johnston, Mary Starrett and David “Bubba” King voting aye) to approve the consent agenda, which included formal session minutes (B.O. 26-139 and B.O. 26-140) and authorization for the Public Works Fleet Department to surplus vehicles through PublicSurplus.com per Ordinance 499 (B.O. 26-141).

On non-consent items the board approved the following actions: • B.O. 26-142 — an agreement between Yamhill County Health and Human Services and Lines for Life (replacing B.O. 16-518), effective upon full execution through June 30, 2027; Commissioner Mary Starrett noted the contract provides 24/7 coverage, with immediate crisis response and follow-up services that may occur up to seven days later. • B.O. 26-143 — Amendment #1 to Agreement #4430000054306 with the Oregon Health Authority for financing of community mental health, addiction treatment, recovery and prevention, and problem-gambling services in the amount of $177,284.87, retroactive to Jan. 1, 2026, through June 30, 2027. • B.O. 26-144 — authorization for Lindsey Manfrin or designee on behalf of Yamhill County Health and Human Services to submit an application for $35,000 from the Yamhill Community Care organization to support suicide-prevention coalition efforts; Starrett said the proposed work emphasizes youth outreach and a video campaign component that could be partially funded by the award. • B.O. 26-146 — a Library Services and Technology Act grant agreement between Yamhill County and the State Library of Oregon for $5,000, effective through Sept. 30, 2026. • B.O. 26-147 — a resolution in support of Men’s Health Week (June 15–21, 2026); Commissioner King said farmers face higher suicide rates and that men are less likely to ask for mental-health support.

All of the above items passed with the same unanimous vote recorded for the consent agenda, with no roll-call dissent noted in the minutes.

The board made routine announcements about advisory committee vacancies, accessibility accommodations, and where to find meeting materials online, and then adjourned at 10:43 a.m.
