Tensas Parish School Board approves sale of NES property, authorizes bank signatories and routine contracts

President John L. Turner presided over the meeting at the Tensas Parish Material Center in St. Joseph. The board, with members Knola Ransome, Annice Miller and Vice‑President Esaw Turner present (three members absent), approved the June 12, 2025 regular meeting minutes and the Tensas Parish EFID Board minutes and actions from June 12, 2025.
On a motion by Annice Miller, seconded by Knola Ransome, the board approved the sale of NES and the NES football field and fieldhouse to Rhonda Valentine for $11,001.00 each, totaling $22,002.00. The motion passed; the record does not record a roll-call tally.
The board also approved procedural and procurement items. On a motion by Jennifer Burnside, seconded by John L. Turner, it designated the Tensas Gazette as the district’s official journal for the 2025–2026 school year. The board approved a contract with Forethought Consulting, Inc. for policy- and CAPS-updating services for April 2025–March 2026 at $9,100.00 (motion by Annice Miller, seconded by George Matthews). The board received the May financial statement and the budget-to-actual update on a motion by John L. Turner, seconded by Annice Miller.
In governance business, on a motion by John L. Turner, seconded by Knola Ransome, the board adopted a Certificate of Parish Governing Authority resolution with Cross Keys Bank that authorizes signature authority for Tensas Parish High School to the following individuals: John Turner, President; Joyce M. Russ, Superintendent; Mateo Lopez, THS Principal; and Yolanda Brown, THS Secretary. The motion passed; the minutes do not include a recorded roll-call vote.
Superintendent Joyce M. Russ presented retirement plaques to Deborah Parson and Pamela Elery and introduced Dr. Lopez (listed elsewhere in the record as Mateo Lopez) as the incoming principal of Tensas High School; Lopez greeted the board and audience. Russ reported routine maintenance updates — floor work and completed door repairs — that will be paid with safety grant funds, and reminded the board of New Teacher Orientation on July 29–30 and the first day of school on August 4, 2025.
