Hebron administration reports culvert rebid, water-plant gearbox issue and staffing gaps

During the May 14 council meeting Village Administrator Jung-Han Chen provided a summary of public-works and utilities matters the village is managing.
Mr. Chen said the culvert replacement rebid opening took place May 6 at the county administration building and that Layton Services submitted the lowest and best bid; the village asked the contractor to salvage the existing culvert where feasible. He added staff will coordinate culvert work with related roadway and utility projects to minimize disruption.
Chen said four engineering firms submitted letters of interest for the design of Canal Park, a sidewalk and a multi-use path; staff will review proposals and recommend a selection to the Ohio Department of Transportation before design work begins.
On staffing, Chen said Public Works is short staffed but will hire a new laborer next Monday and is reviewing applications for an Assistant Superintendent, including possible internal promotion. He also reported a gearbox malfunction at the water plant; the village has requested a repair quote and has notified the Ohio EPA.
The reports will inform scheduling and coordination of construction work tied to the MI Homes development and the emergency roadway contract previously adopted by council.
