Hebron adopts revised Future Land Use Map, lifts annexation moratorium

The Village of Hebron Council on May 14 adopted a revised Future Land Use Map and removed a temporary moratorium on residential annexation and rezoning.
Economic & Community Development Director Brittany Misner told council that the revision—developed with Planning Next through the Framework initiative—responds to a mismatch between current zoning and the prior future-land-use acreage that would have produced an unintended large population increase. The new map reduces residential area outside existing village boundaries while retaining an aggressive stance toward commercial and industrial growth in specified areas.
Councilmember Annelle Porter voiced concern the change could be perceived as "handing out acreage to build houses," but Misner said the previous map included substantially more residential acreage and the revision was intended to be measured and data-driven. On a roll call vote the council adopted the proposed revision.
Council also voted to remove the temporary moratorium on the receipt, processing and approval of residential annexation petitions and rezoning applications to residential zoning. The removal passed unanimously among members present.
The actions reopen the village to potential annexation and residential rezoning under the guidance of the newly adopted land-use map; required public hearings and zoning procedures will proceed under existing Hebron ordinances.
