Hebron directs solicitor to draft MI Homes development agreement for 129-home W. Main Street project

The Hebron Village Council on May 14 directed the village solicitor to draft a development agreement for a proposed 129-home MI Homes subdivision on West Main Street.

Economic & Community Development Director Brittany Misner presented the executive summary and said the Planning & Zoning Board approved the development agreement with one outstanding condition related to the street-light plan. Misner described negotiated commitments: construction of an overflow channel, a multi-use path connecting to the Ohio Greenway Trail, a $100,000 contribution toward culvert construction and a fee in lieu "over $400,000" to fund a required turn lane and associated work. She told council that more than half of the site would remain open space.

Council President Randy Wolf moved to direct the Village Solicitor to draft legislation for the agreement; the motion passed 4–1, with Councilmember Andrea Chapman dissenting. The direction to draft does not finalize terms or authorize execution of the agreement; it asks the solicitor and staff to prepare enforceable language for subsequent council consideration and public review.

Village Administrator Jung-Han Chen said staff will coordinate the infrastructure timeline with planned paving on U.S. 40 and other nearby projects to avoid rework. Staff and the solicitor will return to council with the draft agreement and the required street-light plan before any final vote.

Next steps: the solicitor will prepare draft legislation, and the village will present the draft and the street-light plan to council for formal consideration and a public record prior to adoption.
