Hebron council adopts mosquito-control and emergency road/waterline contracts; schedules hearings

The Village of Hebron Council on May 14 approved multiple routine and time-sensitive items, including a contract to join the Licking County mosquito-control program and an emergency contracting measure for roadway and waterline work.
In the most contested vote, council adopted Resolution 25-07 to permit the mayor to sign a mosquito-control agreement with the Licking County Health Department. Annelle Porter moved to adopt the resolution and Andrea Chapman seconded; the measure passed on roll call with Council President Randy Wolf voting no. Wolf said he opposed spraying chemicals "all together," expressing concern for pollinators and urging nonchemical mitigations. Village Administrator Jung-Han Chen said staff will ask county partners about spray frequency, timing and use of larvicide, and will encourage residents to reduce standing water.
Council also moved quickly on public-works contracting: after selecting Law General Contracting as the lowest responsive bidder for roadway improvements and waterline replacement on Maple, Broadway and Wooster Streets, members voted to suspend readings and adopt Resolution 25-12 as an emergency so work could be coordinated with a culvert replacement.
Other actions approved or scheduled at the meeting included adopting a revision to the Future Land Use Map, removing a temporary annexation moratorium, directing the village solicitor to draft a development agreement with MI Homes for a proposed 129-home subdivision on W. Main Street, and scheduling public hearings for a Joint Economic Development District (JEDD) and a rezoning application for 3480 National Road, both on June 25.
