Hebron Village Council on April 23 unanimously adopted Resolution 25‑08 authorizing the mayor to apply for a Water Pollution Control Loan Fund (WPCLF) agreement to finance planning for an inflow and infiltration study of the sanitary sewer collection system.
Village Administrator Jung‑Han Chen told council the village’s water reclamation plant is rated at 1.5 million gallons per day (MGD) but during the most recent storm the plant handled about 2.5 MGD at a monitoring point, indicating roughly 1.0 MGD of additional inflow/infiltration entering the collection system. Chen said a smoke test performed in August of last year found only one leak and that televising of pipes has been completed, but additional investigation is needed. The last comprehensive study of the collection system was done in 1999.
Chen described the WPCLF option as a forgiveness loan—functionally similar to a grant for planning—and said the application must be submitted by May 1 to be considered by the water development board in June. To meet the application timeline, council voted to suspend readings and adopt the resolution at the meeting. Mr. Wolf moved to adopt the resolution and Mrs. Porter seconded; a roll call vote recorded all councilmembers present voting in favor.
Council did not specify a contractor or study vendor at the meeting. Administrator Chen said televising and smoke testing have taken place but that further field work is required to locate sources of inflow and infiltration.
