City Manager Ellen Glass explained the legal purpose of an informational meeting under PA 57 of 2018 and, together with Tessa Sweeney, summarized what the Downtown Development Authority (DDA) has accomplished over the past year and how the DDA has used Tax Increment Financing (TIF).
The presentation laid out recent DDA improvements and development activity and described Sweeney’s new role as Director of Senior Services and Community Engagement, which Glass said will include outreach work with the DDA. Glass said the informational meeting fulfills statutory notice requirements under PA 57 of 2018.
During a short public-question period, a resident asked whether DDA meetings are open to the public, whether DDA positions are paid and who appoints DDA members. Glass said meetings are open, gave the meeting location and frequency, confirmed DDA membership is not a paid position, and said members are appointed by the City Council. No formal action or vote took place; Glass said staff will continue outreach and follow up with additional details as needed.
