Reading council appoints Todd Crank to fill vacant seat after two failed votes

The Reading City Council voted unanimously on Jan. 14 to appoint Todd Crank to the council vacancy, ending several rounds of voting that failed to produce a replacement.
Council first waived the 15‑day notice requirement for nominations by unanimous roll call (George, Matz, Gary, Penney). Council President Penney then moved to appoint Allen VanCamp; that motion produced two tied votes and a final 1‑3 vote against appointment (Penney yes; George, Matz and Gary no). A later motion to appoint Steve Nemeth likewise failed after an initial tie and a final 1‑3 vote (Penney yes; George, Matz and Gary no). Councilmember George said he was "saving his vote for his friend," during the nominee discussion.
After those votes, the council moved to appoint Todd Crank; the roll call was unanimous (George, Matz, Gary and Penney) and the motion carried. The minutes do not record an oath of office or the date when Crank would take his seat.
The meeting also included several other formal actions. The council adopted Resolution 2025‑01, selecting the annual exemption option under Public Act 152 of 2011 regarding publicly funded health insurance contributions (motion by Gary, second Matz; roll call 4‑0). The council approved its 2025 meeting schedule and rules of order, and appointed Rebecca Matz as mayor pro‑tempore (each motion carried 4‑0). A request from "Hutchinson FTS" for a utility‑bill discount for Sept.–Dec. 2024 failed on a 0‑4 roll call.
The council set its next meeting for Feb. 11, 2025 at 6:30 p.m.
