Reading council approves FY2023/24 budget adjustments and fund transfers, approves consent agenda and notes marihuana ordinance publications

The Reading City Council unanimously approved budget adjustments and fund transfers for fiscal year 2023/24 at its Aug. 13 meeting, citing grant-related changes and transfers tied to the MELS project.

Councilor Matz moved and Councilor VanCamp seconded the motion to approve the adjustments; the roll-call vote recorded George, Matz, VanCamp, Penney and Mayor Matthews as voting yes (motion carried 5-0). Minutes state the adjustments reflect a TMF grant from EGLE for a Lead Line Inventory and transfers to the city’s CIP and to the USDA/MEDC account for the MELS project prior to loan closing.

Earlier in the meeting the council approved the consent agenda—moved by Councilor Matz and seconded by Councilor Penney—which included July 13 meeting minutes, the Election Commission minutes (July 15), the Treasurer’s report and financial statements for June 2024, the IFA/Planning Commission packet for July 2024 and payment of operating bills for July 2024 totaling $186,474.22. The roll-call vote on the consent agenda was unanimous (5-0).

The minutes also record that Marihuana Ordinances #2024-01 and #2024-02 were published on Aug. 9, 2024 and scheduled to take effect Aug. 19, 2024; the minutes do not record debate or a separate vote on those publications at this meeting.

The council announced upcoming meetings and cancellations. The minutes do not record further staff direction or a vote specifically directing follow-up on the EGLE notices or the Lead Line Inventory beyond the budget adjustments.
