Linden council ends public adoption of private roads, updates ARPA signatory card and postpones MDNR grant

Linden — At its July 8 work session, the Linden City Council approved a package of administrative actions, including a policy change to end the public adoption of private roads and an update to the American Rescue Plan Act (ARPA) signature card, and postponed consideration of a Michigan Department of Natural Resources (MDNR) grant application.
City Manager Ellen Glass explained that the proposed Resolution No. 25-24 would stop the City from adopting private roads in the future to avoid adding potential financial and labor burdens. Director of Public Works Don Grice and councilors discussed how maintenance would be handled for existing private roads that currently receive services and noted grant opportunities for private roads. The resolution, moved by Councilor Heather MacDermaid and seconded by Councilor Pam Howd, passed 7-0.
"We are trying to prevent [future problems] and do not want to add financial or labor burden," Glass said, explaining that the policy aims to avoid adopting private roads in their existing condition.
Glass also briefed the council on the ARPA signature-card update (Resolution No. 24-24), saying that updated signatories are needed once ARPA funds are released and that the change mirrors procedures used for Community Development Block Grant processes. The council approved that resolution unanimously on a motion by Howd, second by Brad Dick.
The council modified the agenda to postpone the Shiawassee River Water Trail Coalition MDNR grant item because the City Attorney’s opinion was not present; the postponement was moved by Mayor Danielle Cusson and seconded by Councilor Brenda Simons and carried 7-0.
In other business, Glass reported the City received three bids for architectural services related to the Mill Building and reminded council that the state awarded a $4 million grant for the project; staff plan to interview firms and bring a recommendation to the next meeting to ensure compliance with grant deadlines. "We have one chance to utilize this $4 million and want to be responsible for how funds are spent," Glass said.
Council approved payment of bills totaling $140,382.07 by motion of Pam Howd, seconded by Elizabeth Armstrong; roll call vote was unanimous.
