At the Sept. 10 meeting the Village of Luther board voted to move a portion of idle funds into short-term certificates of deposit and handled several administrative items, including lease extensions and election filing guidance.
Clerk Carrie Fansler told the board that CDs had not yet been purchased because of early-withdrawal penalties; prior discussions had proposed allocating $50,000 (Local), $150,000 (General) and $100,000 (Major). James Bacon said the board had no near-term need for the funds and proposed investing them. Bacon moved to place $50,000 from the Local Street Fund, $110,000 from the General Fund and $100,000 from the Major Street Fund into a seven-month CD; Connie Holmes seconded the motion and it passed by roll call (Yes: Carlson, Holmes, Bacon, Treiber, Goodman, Clark, Wert).
The board also voted to extend current leases until the November meeting while lease language is updated and approved. Tiffany Clark moved to extend the leases and Connie Holmes seconded; the motion carried.
On election matters, Patti Pacola reviewed the trustee-seat structure: six seats with staggered four-year terms, two partial terms on the current ballot to fill 2022 resignations and three regular four-year seats on the 2024 ballot. Pacola said Oct. 25 is the deadline for candidates to register to be a write-in and that ballots with longstanding candidate names could not be withdrawn at this stage; vacancies may be filled by appointment after the election.
Other routine business included approval of the bill list and presentation of the August financial report.
Why it matters: the CD investments shift idle funds into short-term, interest-bearing accounts; the election clarification affects candidate filing and local governance continuity.
Next steps: staff will purchase the authorized CDs and return with documentation at a future meeting; lease updates and election notices will proceed according to county deadlines.
