Finance Committee reviews FY27 calendar, capital-plan drafts; interim police chief appointed

Town Administrator Bob Graves told the Finance Committee on Feb. 5 that the FY27 budget planning calendar is set, with Annual Town Meeting scheduled for May 20, 2026, an all-day departmental budget meeting on March 7, 2026, and the committee's next meeting on March 5, 2026.
Graves distributed draft five-year capital plans for the town, water and sewer and said the town will issue a bid in April for town-wide electrical service, with residents able to opt in or out. He reported that the George Schnopp Road project is expected to be completed in the spring pending state sign-off, Old Windsor bridge remains closed and is on the state's repair list, and New Windsor Road will be an expensive three-stage project for which the town will apply for a grant this spring.
On personnel, Graves said Town of Peru Police Chief Bruce Cullett has been appointed interim police chief in Hinsdale and that a contract is being prepared. Graves also recommended an internal audit of the Hinsdale Police Department to ensure policies are current and followed. Separately, he noted the recent passing of Conservation Agent Caleb Mitchell and said he will seek a temporary replacement followed by a long-term hire.
No formal votes were taken on these items during the meeting. The committee adjourned at 8:15 p.m.
