Linden agrees to serve as fiduciary for Shiawassee River grant, contingent on protective letter

The Linden City Council voted 7-0 on Sept. 23 to approve acting as the fiduciary for a Michigan Department of Natural Resources grant being pursued by the Shiawassee River Water Trail Coalition, conditioned on a letter drafted by the city attorney.
City Manager Ellen Glass outlined the proposed list of improvements under the grant and acknowledged difficulty quantifying direct city benefits and the staff time required to administer the grant. City Attorney Michael Gildner and several councilors warned that if the grant were suspended or reimbursement delayed, the city could be left covering costs or devoting staff time to grant administration.
Gildner recommended the council approve participation only if the Coalition agrees in writing to stop work and funding immediately should the grant be suspended, rescinded or reimbursement delayed. Council approved that condition in a roll-call vote; the motion passed unanimously. Council also discussed whether a Coalition representative could attend a future meeting to answer additional questions.
