Commission approves family rezoning to allow modular home on Sistar property, 4–1 (one recusal)

Lancaster County’s Planning Commission on June 16 recommended approval of a rezoning request from rural neighborhood to agricultural residential (RZ 2026-0977) for a parcel at 1001 Lakefront Drive so a family member may place a modular/mobile home.
Applicants Tony and Loris Sistar told commissioners the tract has been in their family for decades and that placing a home for their daughter would help the family provide needed support. Lori Sistar said the family owns large contiguous acreage and that several mobile homes already exist in the immediate area.
An adjacent neighbor, Jody Honeycutt, spoke in support and said the planned placement would be screened from the road. Staff noted the request met UDO requirements and was consistent with the comprehensive plan objective GL 1.2, and staff recommended approval.
The commission approved the rezoning by roll call: four in favor, one against, and one recusal (Chair Richards recused). The item will be forwarded to County Council for final consideration.
