Romeo trustees hold cemetery millage in place for now, discuss reducing rubbish millage

During the April 22 meeting, staff updated trustees on cemetery and rubbish millage options and asked the board to hold mills in place pending follow-up with the cemetery board.
Danielle said county preliminary data shows no tax rollback for 2025, which gives the village flexibility to adjust restricted mills. "Based on the estimates that we got, it looks like we can almost half the rubbish millage and still bring in enough revenue to cover services or dip a little bit into that fund balance in the next year to eat it up," Danielle said.
She described a possible approach in which the village reduces the rubbish millage to return money to taxpayers while restoring the cemetery millage closer to its prior or full level if the cemetery board identifies specific capital or land needs. Danielle said the cemetery board will meet with staff on April 29 to develop a master plan and a clearer justification should it seek a millage increase.
Trustees stressed the cemetery board should provide specifics before changing mills. Staff also noted legal and administrative limitations: the cemetery board cannot hold or purchase certain land types without village involvement, and the village could act as a pass-through if cemetery stakeholders provide funds for a property purchase.
Next steps: trustees agreed to leave mills unchanged for now, review the cemetery-board recommendations after the April 29 meeting, and confirm decisions in the April 30 budget workshop or the May public hearing schedule.
