Rockwood council adopts FY2026–27 budget, approves new fire engine and raises utility rates

At its June 3 meeting the Rockwood City Council adopted the 2026–27 General and Special Appropriations Act and tax levy, approved a $867,925 fire engine purchase and set new garbage, water and sewer rates; it also accepted the city clerk's resignation and approved several departmental purchases.
The Rockwood City Council adopted the General and Special Appropriations Act and authorized the city tax levy for fiscal year 2026–2027 at its June 3 regular meeting. The motion to adopt the budget and levy (M-121-26) was moved by Council Member Mercure and seconded by Council Member Robertson and carried unanimously.
The council approved several departmental purchases and financial actions during the meeting. The Fire Department’s purchase of a new fire engine from R&R Fire Truck Repair Inc. for $867,925 was approved unanimously (M-118-26). The Police Department was authorized to buy two Glock 19 patrol pistols with associated red-dot sights and suppressor sites not to exceed $2,000 (M-116-26) and a Kustom Signals traffic laser for $2,345.75 (M-117-26); both purchases were approved unanimously. The council also accepted a sealed bid of $8,555 for the sale of a Fire Department utility truck (M-120-26) and approved renewal of the VFIS accident and sickness policy for the fire department at $1,992 (M-119-26).
On rates and fees, the council set the garbage fee at $91.53 per six months, effective July 1, 2026 (M-122-26), and approved a new water rate of $9.24 per 1,000 gallons (M-123-26). The recorded votes on the water rate were: Council Members Robertson, Slavin, Cox, Crampton, Johnson and Mercure voting yes; Council Member Grzywacz voting no. The sewage rate was set at $8.95 per 1,000 gallons (M-124-26) with a unanimous vote.
Personnel and finance items approved included receiving and filing the resignation of City Clerk Terri Lekity (M-125-26); authorizing a bi-weekly $250 stipend for the Deputy Clerk through appointment and onboarding of a new City Clerk (M-128-26) — this stipend passed with five ayes and two nays (Mercure and Grzywacz); and approving an intra-fund transfer of $4,500 for the Police Department (M-129-26). The council also approved the MML Liability & Property Pool Proposal and authorized payment of $91,081 from the Insurance Liability account (M-127-26).
The council adopted by resolution the 80%/20% health-care option under Public Act 152 of 2011 (M-126-26); recorded votes were ayes from Council Members Crampton, Grzywacz, Johnson, Robertson, Slavin and Mayor Troy A. Cox, with Council Member Mercure recorded as abstaining.
The meeting concluded after approving resurfacing work by A-Lot Seal Coat and Striping for $6,100 (M-130-26) and adjourning at 8:16 p.m. (M-131-26).
