The Pleasant Hill City Council on April 28 approved multiple policy updates aimed at aligning personnel practices with an upcoming union contract and clarifying internal procedures.
City Manager Ben Champ described the revisions: the Purchasing Policy was amended to add an Employee Recognition and Support Expenditures section permitting the city to host an annual employee recognition event and to purchase food and nonalcoholic beverages for employee events, trainings or during catastrophe responses when warranted. The Volunteer Paid Time Off policy would allow eligible full‑time, non‑union employees up to 8 hours (one day) per year with supervisor approval and limits to ensure public interest is maintained.
Champ said the Deferred Compensation policy was updated to raise the base employer match for non‑contract employees to 2 percent, aligning with the union contract changes effective July 1, 2026; contributions going forward will be placed in a 401(a) plan account rather than a 457 plan. A Revised Retirement Policy clarifies eligibility for a two‑year health insurance continuation for employees meeting service and age thresholds consistent with the union contract changes. The Employee Handbook update includes recognition of Juneteenth, changes to accrual schedules and references to the newly adopted policies.
Councilmember Murray moved to approve the purchasing policy resolution and other personnel-related resolutions; the motions were approved by roll call 5-0. Champ said changes would take effect July 1, 2026 where specified.
