Pleasant Hill approves five‑year 28E agreement with Iowa DOT for primary road maintenance

The Pleasant Hill City Council on April 28 approved Resolution #042826-04, authorizing a new five‑year 28E agreement with the Iowa Department of Transportation for maintenance and repair of primary roads in municipalities.
Public Works Director Russ Paul explained the city’s existing agreement expires June 30, 2026, and that the new agreement would run from July 1, 2026, through June 30, 2031. The agreement specifies responsibilities including snow removal, pavement replacement and signage. When resident Al Root asked whether University Avenue/Highway 163 between 56th Street and Sherrylynn would be covered, Paul answered that it would be.
Councilmember Mark Konrad moved to approve the resolution and Alyson DeMoss seconded; the motion passed on a 5-0 roll call.
The agreement is a standard intergovernmental arrangement with the Iowa DOT that sets ongoing maintenance responsibilities rather than creating a new funding appropriation in the minutes of the meeting.
