The Pleasant Hill City Council approved the second reading of Ordinance #968 on April 14, authorizing the vacation of the NE 52nd Court right-of-way and advancing the process that would allow the property to be offered to adjacent owners. Assistant City Manager and Community Development Director Madeline Sturms said Elder Corporation requested the vacation and that the parcel is not large enough to be buildable on its own; transfer to adjacent owners is the only disposition option. The City Planning and Zoning Commission unanimously recommended approval at its March 2 meeting. The second reading passed on a 5-0 roll call.
Sturms explained two public hearings are required: the current action vacates the right-of-way, and a later hearing will consider disposition via a purchase agreement if the vacation is finalized. Councilmember Mark Konrad and others acknowledged the planning commission’s recommendation and the procedural steps remaining before final sale.
The action advances the city’s process for right-of-way disposition but does not on its own transfer title; that will require a subsequent public hearing and separate council action.
