The Pleasant Hill City Council voted 5-0 on March 24 to approve plans and award a $1,738,785.45 contract to All Star Concrete, LLC for improvements at the intersection of University Avenue and Shadyview Boulevard.
Assistant City Manager Madeline Sturms told the Council that Snyder & Associates prepared plans and specifications under requirements for projects receiving federal funding and that the Iowa Department of Transportation managed the bid procurement. The Iowa DOT opened bidding on March 17, 2026 and the low responsive bidder was All Star Concrete, LLC. "The project is expected to be completed by fall," City Engineer Brandon Niebuhr said when a resident asked about the timetable.
Councilmember Mark Konrad confirmed that the contract includes liquidated damages if lane closures exceed the contractor's allotted days. The Council approved Resolution #032426-01 to accept the bids and award the contract; the motion passed unanimously.
The project is being delivered under federal procurement rules because of federal Surface Transportation Block Grant funding tied to the work, and city staff said plans, specifications and the bid award are the next administrative steps before construction begins.
