Sam Mowrer of Red Barn Consulting, representing property owner Ron Phillips, asked the commission to defer a required wetland study, waive the requirement that all lots front on an approved public or private street, defer the erosion- and sediment-control permit and stormwater management planning, and grant conditional plan approval for the project. The commission approved each of those requests as recorded in the meeting minutes.
The approvals mean the commission allowed the applicant to proceed with a conditional plan while some technical studies and permit work are delayed; the minutes do not record specific deadlines or conditions attached to the deferrals.
