Resident and building official tell Romeo board Grey House bed-and-breakfast plan lacks required buildout

Clerk Lucero told the Village of Romeo Board of Trustees in public comment on June 16 that a walkthrough of 273 Chandler (the "Grey House") with lead building inspector Mike Brito showed large portions of the proposed bed-and-breakfast buildout do not yet exist.
Lucero said suites, bathrooms and manager spaces described in the applicant's plans are missing or only partially framed, and that the structure currently would not meet the zoning requirement that lodging rooms be part of a primary residential use. Lucero described the condition as effectively disqualifying the property for the planning commission's special land-use (SLU) approval as currently proposed.
"Simply put, a majority of the rooms and finished areas within the proposed plans are non-existent and as such will require a considerable amount of construction to bring these plans to fruition," Lucero said in a written letter read at the meeting.
Lucero and the lead building inspector characterized the applicant's approach as "leapfrogging" required inspections and approvals. Lucero said the village will now standardize practice so that building inspections occur earlier in the SLU review process to prevent similar situations.
Trustees and staff described repeated postponements at the planning commission because the standards that must be affirmed were not all found in the affirmative and commissioners were sometimes absent. Trustees discussed procedural options and said the planning commission will be asked to provide clear findings and to address outstanding code and occupancy issues before any final council action.
There was no direct applicant response recorded during the meeting. The board did not take a formal action on the Grey House application at the June 16 session; staff and the planning commission will continue review and inspections and Lucero and the inspector said they will present findings at the next planning commission meeting.
