CIAC recommends approval for three CPC capital articles including Fairbank master plan and Hosmer House work

Article 44 is a $500,000 appropriation to hire a qualified design consultant to prepare a landscape master plan for the Fairbank Community Center and Haskell Field. Committee discussion identified preliminary line‑item estimates included in the request: a multisport court at approximately $200,000, a pavilion at $150,000, accessible pathways, electrical upgrades and data considerations, and $100,000 identified for master‑plan development plus $50,000 for contingency and one‑year escalation. The CIAC motion to recommend Article 44 passed on a recorded vote (TT-Yes, AP-Yes, RW-No, MD-Yes, PI-Yes, LS-Yes).
Article 49 requests $615,000 for the Hosmer House envelope and HVAC work, covering structural envelope architecture, façade and window restoration, doors and shutters, and HVAC upgrades. Committee members discussed ad alternates and cost‑saving approaches that maintain historic‑appropriate treatments and noted that the Historic Commission should review potential changes to historic requirements that could affect cost. The committee recommended Article 49 by a divided recorded vote (TT-Yes, AP-No, RW-Yes, MD-No, PI-Yes, LS-No).
Article 50 requests $386,000 to replace a failing non‑historic asphalt roof on the Hosmer House with a historically correct cedar shingle assembly; the scope includes water barriers, roof insulation, copper flashing, gutters, downspouts and chimney repointing as needed. The estimate cited pricing valid as of August 2024 and includes a 5% contingency. The committee recommended Article 50 unanimously.
After the votes the committee agreed to update the CIAC report, circulate it for member edits, and submit it to the Finance Committee and Select Board. Members asked staff for updated estimates for three remaining open items (Haynes roof, Nixon roof, Atkinson Pool) before scheduling the next meeting.
