A resident told the Aliceville City Council on Feb. 24 she was frustrated by the city's water billing practices and the water authority's refusal to refund activation fees she had paid.
"I just want to find out about my money," May Davis told the council, saying she paid through a third party and still owed multiple payments but expected to regain funds once obligations were met. Davis said she had written to the water board and had not received satisfactory responses.
The mayor explained that the water board is an independent entity and that the city does not directly control its deposit/refund policy, but said he would contact Davis the next day to gather details and follow up. The mayor described the board's practice as treating some fees as activation fees rather than refundable deposits, and said refunds were available only in certain historical cases (accounts established prior to an earlier cut-off year).
Davis also complained about high electric bills and described feeling unwelcome in Aliceville; the mayor acknowledged widespread frustration with Alabama Power but said the city has limited options without an alternate supplier.
The mayor thanked Davis for raising the matter and said staff would try to seek clarity from the water board and report back to the resident.
