The Pleasant Hill City Council on May 12 approved several personnel and benefits items tied to the FY27 budget. City Manager Ben Champ told the council the FY27 budget includes a 3.15% cost‑of‑living adjustment that the council should apply to the non‑union salary matrix and to Fire Department positions not covered by the matrix.
“The fiscal year 2026-27 will be the City’s tenth year using a matrix system for non‑union employees,” Champ said, summarizing the salary matrix history and explaining the 3.15% adjustment aligns non‑union positions with recent union contract increases for Police and Public Works.
The council approved Resolution #051226-05 (non‑union salary matrix) and Resolution #051226-06 (Fire Department wage adjustments) on unanimous votes recorded 4‑0.
On benefits, Champ reviewed health insurance renewals for FY27. He described the city’s practice of offering a high‑deductible plan with an internal Health Reimbursement Account (HRA) and said the City will continue offering a High‑Deductible Health Savings Account (HSA) option effective July 1, 2026 for eligible employees. The council approved Resolution #051226-11 by a 4‑0 vote.
Council also updated the assigned vehicle use policy to clarify take‑home vehicle rules and to address tax treatment for required take‑home public safety employees, such as detectives and on‑call staff. The measure was approved with Councilmember Mark Konrad recorded as abstaining; roll call for the policy was AYES: Birch, Hodges, DeMoss; ABSTAIN: Konrad.
Actions at the meeting included the three personnel-related resolutions.
