Mancelona board approves 20-year solar services agreement for site near football field

The Mancelona Public Schools Board of Education voted Aug. 13 to approve a 20-year solar services agreement with the districtvendor partner through MISEC and CMS ERM Michigan. The project is slated for land south of the football field near the resource center parking lot and is presented as fully funded by the vendor.
The board adopted the resolution on a motion by Kim Musselman, seconded by Tom Ross; the vote was 7-0. The district estimates the installation will save approximately $29,000 over 20 years and said the installation will include an educational component for students. Thrun Law Firm reviewed the project documents to confirm there is no fiscal liability for the district, the minutes state.
School officials said the district began exploring the solar project in 2022 after a presentation to ISD business managers and that Mancelona has worked with the Michigan School Energy Cooperative (MISEC) on prior energy arrangements; the minutes note the district previously pre-purchased electricity and realized savings of more than $231,000 since 2011.
According to the board minutes, all design, construction, operation and maintenance costs are paid by the vendor. The board did not set an implementation date in the minutes; additional permitting, interconnection approvals and administrative steps would be required before construction begins.
The board discussed the item during the action items portion of its Aug. 13 meeting and carried the motion without dissent. The board also named Tom Ross as the districtdelegate and Gerald Clark as alternate to the MASB conference at the same meeting.
