Manchester City Council approves industrial pretreatment addendum, WAVE contract and $253,506 paving bid

Manchester City Council met in regular session on Feb. 16, 2026, at Manchester City Hall and approved a series of consent and contract items, including an addendum to the Ann Arbor Spark agreement to add the creation of an Industrial Pretreatment Program, a $5,000 annual contract with WAVE for local public transportation, and a $253,506 sealed-bid award for the city’s 2026 street paving project.
The meeting was called to order at 7:00 PM by Mayor Patricia K. Vailliencourt. After roll call (Councilmember LaRocque was recorded absent), the council approved the absence, adopted the Feb. 2, 2026 meeting minutes and approved the agenda as amended.
On new business, the council voted to approve an addendum to the city’s agreement with Ann Arbor Spark that adds the creation of an Industrial Pretreatment Program. The motion was moved by Councilmember Dresch and seconded by Councilmember Woods and carried with ayes from Chartrand, Dresch, Harvey, Mahony, Woods and Mayor Vailliencourt; Councilmember LaRocque was absent.
The council also approved an annual $5,000 contribution to WAVE to support public transportation services in Manchester and authorized the city to enter into a contract for those services. That motion was moved by Dresch, seconded by Woods and carried on the same recorded vote.
For capital work, Councilmember Mahony moved and Councilmember Dresch seconded approval of the sealed bid from K&B Asphalt in the amount of $253,506.00 for the 2026 Street Paving Project. The award carried with the same six-member affirmative vote; LaRocque was absent.
Financial business included approval of the Accounts Payable Report dated Feb. 16, 2026 totaling $177,626.49 (motion by Dresch, second Woods; motion carried). The council acknowledged the January 2026 Treasurer’s Report.
In reports, J. Cratsenburg (WCSO) provided a verbal update on the January Sheriff’s Report with the written reports to follow. The Downtown Development Authority was noted; the council recorded that John Enos will attend the DDA meeting scheduled for Feb. 18. The Building Committee said it had received two quotes for façade improvements that may be taken to the sealed bid process.
The meeting was adjourned at 8:50 PM.
