North Berwick schedules public hearing on growth-zone changes tied to LD 1829

The North Berwick Planning Board voted 5-0 on June 11 to set a public hearing for July 23, 2026, on proposed comprehensive-plan changes that would designate growth zones by availability of public water and sewer in order to comply with state law LD 1829.
Planning Coordinator Matt LeConte told the board the Select Board has already reviewed the draft changes and wants the town's comp plan updated to align growth-zone designations with available infrastructure. He said the next step is a public hearing to allow for citizen notice and comment before the Select Board moves the plan to a vote in November.
Board member Justin Perry asked whether the proposed designations would tax the capacity of the town's water and sewer systems; Matt replied that it would not and said he would investigate current capacity and report back. Mark Reed suggested the board request projection charts to track future growth and avoid overwhelming infrastructure. The board also discussed that written approval from water and sewer departments is part of subdivision review when those services are to be used.
Mark Cahoon moved to set the public hearing for July 23, 2026; Mark Reed seconded. The motion passed 5-0.
