After a closed executive session under Texas Government Code §551.071, the Ennis City Commission on Sept. 17 directed the city manager and city attorney to proceed as discussed in closed session and approved specific enforcement steps regarding Allegiance Mobile Healthcare.
Commissioner Haney moved — and Commissioner Jones seconded — a motion to waive prior penalties that may have accrued against Allegiance Mobile Healthcare, impose penalties for noncompliance going forward and to notify Allegiance that it must vacate five city buildings by Dec. 31, 2024. The motion passed by voice vote.
Mayor Cameron Rayburn reopened the meeting and the commission made the post‑session motions public. City staff did not detail in open session the legal or contractual grounds discussed in executive session; the motion directed the city manager and city attorney to take the steps described in closed session and to proceed with notices to the vendor.
The commission also adopted a separate motion directing staff to implement the instructions discussed in executive session. City documents and the vendor’s contact records were not read into the public record at the meeting; further public updates are expected when staff executes the direction or returns with required follow‑ups.
