Ennis approves airport grant participation, SCADA design, wastewater valve work and other infrastructure items

The Ennis City Commission approved a package of infrastructure projects and associated agreements at its Sept. 9 meeting, advancing airport runway rehabilitation, utilities modernization and street repairs.
Commissioners authorized the mayor to execute a TxDOT project participation agreement to support runway and taxiway rehabilitation at the municipal airport. Staff described the grant as a 90/10 match opportunity with a total project estimate in the neighborhood of $7.5 million and a city share of approximately $757,333. The Economic Development Corporation had pledged up to $1,000,000 toward the project.
The commission also approved moving forward with a design and recommendation phase for a city‑wide SCADA (Supervisory Control and Data Acquisition) modernization effort covering 23 sites — including lift stations, the water treatment plant and the wastewater plant — and a negotiated design‑phase contract with Signature Automation LLC not to exceed $434,829 for design and implementation recommendations; staff said a full rollout of equipment could total about $2,000,000.
Public Works received authorization to award a $53,746 contract to Rushing Creek Industrial Solutions LLC to replace aging valves at the wastewater treatment plant. Commissioners also approved a supplement with Encore Electric to add ten street lights in the Stonewick Farms development at about $14 per month per light and authorized use of the annual streets material bid to install an HMAC overlay on West Ennis Parkway (estimated not to exceed $67,125 plus contingencies) with supplemental base stabilization work described by staff.
During SCADA discussion, staff explained the system can monitor tank levels and automatically actuate valves to reduce overflow risk; commissioners asked for confirmation the design will include alerting and automatic shutoffs. With those clarifications, commissioners approved the design recommendation phase and the associated contracts and awards by voice votes.
Next steps: staff will finalize grant documents with TxDOT, negotiate final contract scopes and timelines for SCADA implementation, and return to the commission with project schedules and any required appropriations.
