Ennis approves fee schedule and small water/wastewater rate increases after discussion over sanitation charges

The Ennis City Commission voted Sept. 9 to adopt changes to the city's fee schedule, including proposed increases to water and wastewater charges and new administrative fees for sanitation service issues.

Director Barnes and Public Works staff presented a package of fee updates. For water, staff proposed adding $0.75 per 1,000 gallons in each residential and commercial tier; for wastewater, the proposal included a $2 increase in the minimum charge and a $1 increase in consumption rates. Staff also proposed new verification, civil review and line‑locate fees and recommended a modest fee for repeated missed sanitation pickups (staff suggested $10–$20 per return trip when crews must come back to collect missed or improperly placed containers).

Commissioners and members of the public asked for stronger advance communication and a grace period for the new fees. Commissioner Jones and others emphasized that builders, developers and residents must be informed well in advance of fee changes; Public Works said fee schedules are published on the city website and staff will use contractor lists, social media and targeted notices to reach affected parties. Public Works staff said they typically provide a first‑time courtesy warning and that repeat offenders would be charged.

Director Green explained sanitation pickup routes, photographic documentation for missed pickups, and the rationale for a return pickup fee to address repeat problems and staff time. Commissioners asked staff to bring back the sanitation ordinance updates and to coordinate a communications plan before fees are assessed.

The commission approved the fee schedule amendment by voice vote. Staff will publish the updated schedule and pursue the recommended communications outreach before enforcement.
