The Ennis City Commission authorized a change order (not to exceed $284,312) for Circle H Contractor LP to furnish and install a 24-inch flow meter in a precast vault on the Tarrant Regional Water District raw-water supply main at the Ennis water treatment plant.
Director Green explained the city reached the limit of its Lake Barbour water-right about two years ago and is preparing to use TRWD water as a backup supply. Testing of the TRWD line revealed one repaired leak and indicated the system is serviceable. Green said moving the metering and monitoring point to the water treatment plant would allow the city to maintain the vault and SCADA monitoring more effectively; TRWD will monitor usage via SCADA.
Staff said the change order is within allowable contractual contingencies and uses unit pricing already in the plant contractor’s contract. The commission voted by voice to approve the change order.
The authorization enables the city to begin using TRWD water reliably while maintaining Lake Barbour supply as primary where feasible; staff said the change supports operations and provides flexibility for both water and power-plant cooling needs.
