The commission voted to move proposed accessory dwelling unit (ADU) regulatory changes to a public hearing on May 28, 2026. Zoning Enforcement Officer Janell Mullen recommended simplifying ADU rules to encourage modest, aging‑in‑place housing options.
Mullen proposed that ADUs be allowed by zoning permit rather than requiring a special permit, that size‑based distinctions be removed, and that only one ADU be allowed per residential lot. Commissioners said the changes are intended to promote housing flexibility and support residents who wish to age in place. On a motion by Commissioner Eileen Kinsella, seconded by Matthew Macchi, the commission voted unanimously to move ADU amendments to a public hearing at the regularly scheduled May 28 meeting.
The public hearing will follow statutory notice procedures; the ZEO is responsible for publishing the notice. The proposal emphasizes easing the permitting path for ADUs but retains limitations (one ADU per lot) and will be subject to public comment at the May 28 hearing.
