The Town of Rocky Hill Board of Education voted unanimously May 21 to establish a non‑lapsing account under Public Act 24‑45 and to appoint its members to serve as the district's personnel search committee, while tabling consideration of the Sodexo food service contract renewal.
Chair Jessica Loffredo called the meeting to order at 7:01 p.m. Co‑Chair Maria Mennella moved to approve the April 23 minutes; Brian Clemens seconded and the board approved the minutes unanimously. Later in the meeting, Co‑Chair Maria Mennella moved to table the Sodexo Food Service contract renewal; Jennifer Baron‑Morfea seconded and the motion to table passed unanimously.
After a brief recess, the board reconvened and approved a motion to create a non‑lapsing account. The motion, made by Maria Mennella and seconded by Amber Tucker, sets these conditions: deposits into the account are limited to no more than 2% of the prior fiscal year’s education budget; expenditures may be used only for educational purposes; and any expenses must be authorized by the Board of Education. The motion passed by unanimous vote.
The board also voted to appoint its members to serve as the personnel search committee, under Conn. Gen. Stat. Section 1‑200(7). The committee will conduct searches for four positions specified in the motion: Interim Superintendent of Schools; Superintendent of Schools; Director of Human Capital and Leadership Development; and Special Education Supervisor. Maria Mennella moved the appointment; Jennifer Baron‑Morfea seconded; the motion passed unanimously.
All formal motions recorded in the minutes passed by unanimous vote. The minutes list the members present and record the votes as “favor: all.” According to the meeting roster, members present included Chair Jessica Loffredo, Co‑Chair Maria Mennella, Bryan Addy, Jennifer Baron‑Morfea, Brian Clemens, Tom Cosker, Kristen Dudanowicz and Amber Tucker. The meeting adjourned at 9:53 p.m.; the minutes are to be submitted to the Town Clerk in accordance with Connecticut statute.
Why this matters: the non‑lapsing account creates a small, board‑controlled reserve for educational expenses (limited to 2% of the prior year education budget), which can affect how one‑time needs or carryforwards are managed. Appointing the board as the search committee begins the formal process for hiring several senior district leaders.
